BY REBECCA BENNETT — 2004 – Marché Florist building added as a contributing resource in the Hyattsville National Register Historic District, marking that it may be significant in local history, architecture, archaeology, or culture.

Foreclosure – Marché Florist building ends up in foreclosure, only owner would have been notified of potential historic resource consideration.

2010 – Prince George’s County added the Marché Florist building as a historic resource to its list of Approved Historic Sites and Districts Plan.

December 2012 – White Angelica LLC buys the Marché Florist building, hoping to lease it to Art Works and Pizzeria Paradiso.  This partnership is here referred to as “Art Works.”

July 2013 – Informal meeting with Barbara Johnson from Art Works, Ruth Gresser from Pizzeria Paradiso, the City of Hyattsville, Hyattsville Community Development Corporation, permit review staff, and historic preservation staff.

August 2013 – Barbara Johnson, director of Art Works, has two phone calls with historic preservation staff.

October 17, 2013 – A building permit was filed for Marché Florist building.  Per Section 29-118 of the Prince George’s County Code (PGCC), the permit triggered a review of the building’s classification as a historic site, because it was a historic resource as part of a designated historic district.

November 10, 2013 – Art Works, at the request of historic preservation staff, submits a request for historic site evaluation.

December 17, 2013 – Art Works appears in front of HPC for a hearing on whether or not the building should be considered a historic site. HPC votes 8-0-1 to designate it a historic site. According to Section 29-119, any person of record has 30 days to appeal the HPC classification decision to the District Council.

December 23, 2014 – HPC issues written decision

January 7, 2014 – Art Works appeals HPC classification decision

February 4, 2014 – Art Works meets with HPC for a concept review.

April 15, 2014 – Art Works has a meeting with Zoning Hearing Examiner, because of the appeal of historic site classification.  That same day, Art Works asks HPC to approve building materials or lose $90,000 from a  Community Block Grant.

May 2, 2014 – Deadline to turn in receipts or lose a Community Block Grant

August 27, 2014 – The Zoning Hearing Examiner (ZHE) issues recommendation prior to District Council hearing.  According to Section 29-119 of the PGCC,  any person of record can appeal the recommendation of the ZHE within 15 days to the District Council.

October 20, 2014 – Art Works appeal to be heard by the District Council.
